Pursuant to HB 307 MILITARY JUSTICE & MILITIA CIVIL                                                                             
RELIEF (Chapter No. 85, SLA 2018), the following memorandum                                                                     
dated September 14 from Gerald P. Luckhaupt, Revisor of Statutes,                                                               
was received:                                                                                                                   
                                                                                                                                
"Section 43, ch. 85, SLA 2018, included a condition that secs. 1 - 4, 6,                                                        
9, 10, 12 - 39, 41, and 42(b) - (d), ch. 85, SLA 2018, only take effect if                                                      
the adjutant general of the Department of Military and Veterans'                                                                
Affairs notifies the revisor of statutes, on or before January 1, 2019,

         the President of the United States signs an executive                                                                  
         order designating the effective date, under sec. 5542,                                                                 
         P.L. 114-328, National Defense Authorization Act                                                                       
         for Fiscal Year 2017, of the amendments to the                                                                         
         Uniform Code of Military Justice made by the                                                                           
         Military Justice Act of 2016.                                                                                          
                                                                                                                                
By letter dated September 6, 2018, the Adjutant General notified me                                                             
that the President of the United States, on March 1, 2018, signed an                                                            
executive order as described in this condition.  Therefore, the                                                                 
condition set by the legislature is satisfied and secs. 1 - 4, 6, 9, 10, 12 -                                                   
39, 41, and 42(b) - (d), ch. 85, SLA 2018, will take effect January 1,

set by the legislature has been satisfied and that those sections will                                                          
take effect on January 1, 2019."
